2025 Superior Public Library Parking Lot Project

Parking Lot FAQs
• What are the dates of the parking lot project?
The project is scheduled to start September 9, 2025 and is expected to take 4 - 6 weeks with a tentative completion date of October 15.
• What areas will be under construction?
The construction area will be the front Tower Avenue (west) lot, the entrance area, the west yard of the library, and part of the North Lot near the Check ‘n Go.
The front Tower Avenue lot will be closed to vehicle traffic during the project.
• Why are you doing this project?
It’s been more than 30 years since our parking lot was last resurfaced, and it’s time for an upgrade! This project will improve the safety and appearance of the Superior Public Library and the City while doing what’s best for our environment for future generations.
• What areas does the project involve? What work is being done?
The work consists of removal and replacement of concrete pavement and some curb and gutter, asphalt mill and overlay, and catch basin. This project also includes construction of a new outdoor story time area, additional curb-cuts to improve accessibility, updated lighting, landscaping with native plants, a pickup/dropoff area, new bike racks, and a new outdoor book drop. In conjunction with the Tower Avenue project, a new bus shelter will be installed on the corner of N. 16th St. and Tower Avenue.
• Who is doing the work?
This is a cooperative project between Superior Public Library and the City of Superior Public Works & Environmental Services departments. Northern Interstate Construction (NIC) of South Range will be the general contractor.
• Where should I park when I visit the library during construction?
- North Lot:
- This lot is located along Belknap Street and can be accessed via Ogden Avenue behind the library. From this lot, patrons can follow the sidewalk around the building to the library entrance.
- ** Please note that the front sidewalk path from the North Lot will be inaccessible during the first phase of the construction project. While the sidewalk in front of the library is unavailable, please follow the sidewalk behind the library along Ogden, turn right onto 16th Street, and approach the library entrance from the south side of the building. **

• Will I be able to drop off returns in the outdoor book drop during the project?
During the construction project, the current outdoor book drop will be temporarily relocated out of the work zone and closer to the library building, but it will remain accessible for returning materials. However, patrons will not be able to drive up to it to return materials from their vehicles.
• Will I be able to use the front doors?
The front library entrance should remain accessible during the project, however it may be necessary to enter the library via the emergency exit under the overhang at times. We will make sure the proper entrances/exits are well-marked.
• Will the library need to close to the public during the construction period?
It is possible that the library may need to close to the public for a day or two during the construction. If this is the case, we will notify the public as soon as possible.
• How is this project being financed? Are my taxes going to increase due to this project?
This project is being funded primarily from the library’s capital improvement fund with additional support from the City of Superior’s Stormwater Fund. There will be no tax increase due to this project.
• Where can I stay up to date?

• Will the Friends of the Library offer assistance with donation drop-offs on Wednesday mornings during construction?
The Friends of the Library will temporarily pause their Wednesday donation drop-off during the construction project. Please hold onto your donations until after the project is complete.
• What about the Fall Book Sale?
The Friends of the Library’s annual Fall Book Sale has been rescheduled to Friday, November 14 and Saturday, November 15. If you have donations for the book sale or book corner, please hold onto them until the construction project is complete.
